Deaf and Dumb.; Blind.; Orthopedically handicapped.; Mentally retarded; Permanently incapacitated.; The applicant must be a citizen of India and a resident of West Bengal. **(OR)**; The disabled person should have been a resident of the state of West Bengal for at least 10 years at the time of applying for the pension. **(OR)** - For disabled persons below 10 years old, the period of residence will be limited to the time span covered by the date of birth and the date of submission of the application.
