Common Questions
Is there room for relaxation of the scheme's clauses and conditions?
Yes, the government has the authority to relax any or all of the scheme's clauses if it deems fit, with reasons to be recorded.
What are the guidelines regarding the utilization of grants?
Beneficiaries must strictly use the grant for the purpose it is sanctioned, and they should produce a utilization certificate within three months from the date of receiving the grant. If books are purchased from the publisher, they should submit receipts/pre-receipts along with the bill.
Can you explain the disbursement procedure for this scheme?
After the committee recommends the grants, the Director of Art & Culture obtains government approval and makes the payment for the purchase of books.

The government constitutes a committee for the scheme, which reviews and scrutinizes the applications. This committee decides the amount of financial assistance to be granted to the publisher.
What exclusions apply to this scheme?
The scheme does not provide grants for the printing of the second edition of a book, and works of translation or anthologies/compilations are not considered.
How is the Goan identity of the author determined for this scheme?
A person who has lived in Goa for a minimum of 10 years of their creative lifespan is considered a Goan for the purpose of this scheme.
Are there any specific requirements for the content of the book?
Yes, the book should be 100% original, and both the printing and paper quality must be of good standard.
Can books be published by the author themselves, or must they be published by a separate publishing unit?
The book can be published either by the author or by any other publishing unit, but if it's published by a different unit, the author must issue a No Objection Certificate (NOC) to the publisher.
Has this scheme received approval from the Finance department, and if so, under what reference?
Yes, this scheme has been issued with the concurrence of the Finance department under their U.O No. 1169/F dated 04/05/2016.
